The Rules Committee considered SENATE JOINT RESOLUTION                         
NO. 39 Proposing an amendment to the Constitution of the State of              
Alaska to guarantee, in addition to the right of the people to keep            
and bear arms as approved by the voters at the time of ratification            
of the state Constitution, that the individual right to keep and bear          
arms shall not be denied or infringed by the state or a political              
subdivision of the state.  Signing to calendar: Senator Halford, Chair,        
Senators Zharoff, Rieger, Jacko.  Signing no recommendation:
